Presence of ex-RAW bigwig with Tiger links disturbs State intelligence

Many an eyebrow has been raised in political and defence circles by the presence of a former RAW bigwig S. Chandrasekeran alias Chandran considered an LTTE sympathizer, in Colombo.

A former Additional Secretary of the Cabinet Secretariat Chandran was tasked with coordinating the training of all Tamil militant groups in India in the 1980s but later he sided with the LTTE and stood accused of being au fait with several barbaric acts of terrorism such as the attack on Yal Devi train and Anuradhapura massacre in 1985. It has now been established that the LTTE was in constant touch with the RAW during these terror strikes.

Chandran, who closely associated with EPRLF General Secretary K. Padmanabha, was accused of tipping the LTTE off that Padmanabha would be visiting Chennai, where he was murdered by an LTTE hit squad in 1990. No one else, according to Padmanabha’s colleagues, was aware of his Chennai visit.

RAW grew suspicious about Chandran to the extent of considering him a double agent after the assassination of former Indian Prime Minister Rajiv Gandhi in 1991. Thereafter, he retired and pursued his postgraduate studies in Nepal and the US.

Chandran, according to sources, has helped the LTTE with training, planning and propaganda. He heads a Chennai based NGO, which did the spadework for the on-going pro-LTTE protests in Tamil Nadu.

Chandran has visited Sri Lanka on a number occasions but his present visit, according to sources, is aimed at facilitating a bail-out for the LTTE trapped in the Vanni. He has so far met several Tamil politicians including TULF President V. Anandasangaree, PLOTE Leader D. Siddharthan, TMVP leader V. Muralidaran (Karuna) and EPDP Leader Douglas Devananda.

During his discussions with Karuna, sources said, Chandran had tried to persuade the ex-LTTE Eastern Province military commander that he should not be an obstacle to the LTTE.

Chandran had handled Karuna’s military training in India.

However, Karuna had not evinced any interest in Chandran’s effort to bring about rapprochement between the LTTE and the breakaway group. He had insisted that the LTTE had to be eliminated for a solution to be evolved, sources said.

Chandranwas instrumental in arming the North-East Chief Minister Vardharaj Perumal’s Tamil National Army (TNA) with Carl Gustav rifles (84 mm man-portable multi role recoilless rifles) in the run up to the departure of the Indian Peace Keeping Force (IPKF) as part of a plot to help the LTTE grab them later on. As expected, the LTTE decimated the TNA shortly afterwards and seized the weapons, which were then trained on the Sri Lankan armed forces.

LTTE watchers have, according to sources, pointed out to the State Intelligence services the danger of allowing persons of Chandran’s calibre to visit the country and move about freely at a time the LTTE Is planning attacks on high profile targets.
